| The Michigan Association of Planning, with funding assistance
from the Michigan Department of Transportation, MOTT, and the Americana Foundation, is leading an
effort to establish a model ordinance and guidebook documenting a process for the evaluation of
development that may have impacts beyond the municipal boundary in which it is proposed.
The Michigan Development Impact Study (DIS) is being completed based on outcomes and recommendations
of the MDOT Transportation Summit (2003) and the Transportation Summit- Land Use Subcommittee (TS-LUS).
The Michigan DIS is being guided by a state-wide Advisory Committee. The intent of the DIS project
is to help improve communication between affected governments and to provide a means of revealing
and assessing potential impacts of large-scale developments before conflicts relating to them arise.
The objective of this Development Impact Study is to provide a decision-making framework and process
which integrates local transportation and land use goals and objectives into a comprehensive and
coordinated decision-making process. In the end, it is anticipated that the project will result in
the development of the following tools:
- A model ordinance related to the integration and evaluation of land use and transportation;
- Recommended development review policies to assist in the analyses of development impacts and local decision making; and
- A guidebook delineating a typical process that can be followed.
