The Michigan Association of Planning, with funding assistance from the Michigan Department of Transportation, Mott Foundation, and the Americana Foundation, led an effort (2008–2011) to document a process and make recommendations to:
- Attract development to the State
- Target federal and state investment
- Coordinate and expedite development reviews for projects that may have impacts beyond the municipal boundary in which it is proposed
- Involve affected and impacted stakeholders
- Provide incentives for coordinated planning
The Michigan Development Impact Study (DIS) was completed based on outcomes and recommendations of the MDOT Transportation Summit (2003) and the Transportation Summit- Land Use Subcommittee (TS-LUS). The Michigan DIS project was guided by a state-wide Advisory Committee.
The resulting study recommends a coordinated and cooperative approach to planning for, reviewing, and permitting developments that will have benefits that extend beyond municipal boundaries and to develop a more economically and environmentally sustainable approach to development.
