| In 2003, Governor Granholm formed the Michigan Land Use
Leadership Council to study and identify trends, causes and consequences of urban sprawl and
make recommendations to counteract its effects. This same year, the Governor directed MDOT to hold
a Transportation Summit to identify key issues that need to be addressed in order to create a vision
for Michigan’s transportation system that will support Michigan as a magnet for jobs, growth,
people and economic activity.
The outcome from the Transportation Summit was the creation of the Transportation Summit- Land Use
Subcommittee (TS-LUS). One recommendation is that Development Impact Study (DIS) procedures be
created and made available for use. The Land Use Subcommittee (TS-LUS) proposed to improve the
local development review process by establishing and ensuring the use of a Development Impact
Study (DIS) process that would analyze a development’s total impact, provide for a
statewide, regional, and local perspective, and require meaningful cooperation between affected
entities and agencies.
The TS-LUS teamed with the Michigan Association of Planning and, in 2008, issued a Request for
Proposal that was developed by TS-LUS to:
Develop a Model Ordinance and Guidebook for Michigan outlining "Best Practices" for
conducting a Development Impact Study as part of a site plan review process.
Wade Trim Associates was hired to assist with the DIS Project with funding support from the
Michigan Department of Transportation, Mott Foundation and Americana.
